On the birth anniversary of Lal Bahadur Shastri and Father of the Nation Mahatma Gandhi we have gathered at Mandi House to convey our message to the countrymen and the government, said M.S. Uppal, President of the All India Short Service Commissioned Officers Welfare Association. Further he said there are two types of Captains/Majors/Lt cols. One who get Pension even if some of them have adverse ACR’s or Failed in courses but continue to command after 13 years as Lt Cols and others who toil hard at continue despite best ACR’s and grading in courses, don’t not get pension even after serving a tenure of 5′, 5 to 10, 12 n14 years is blatant injustice under Article 14 of the constitution of India. They are Emergency Officers and Short Service Commissioned officers.
You all know that Chinese Aggression took place on 20th October1962. Emergency was declared in the country on 26th October 1962 by the then President of India Which lasted till 10th January 1968. We lost 3,750 men and officers as well as a 43,000 sq km area which is equal to the area of present-day Switzerland. On this occasion, Captain Rajiv Sablok, Major Rajesh Gautam, Major Satnam Singh, Major S. S. Yadav, Captain Kuldeep Kheda and Captain Naveen Sabharwal were present there. He said that ECO’s were the product of the aftermath of Chinese Aggression of 1962, they fought and won 1965.
The Short Service Commission was opened in 1965to educated, able-bodied and mature youth to command regular troops due to shortage of officers. SSCO fought and won the Indo-Pak 1971 Decisive war and the country was broken into two nations. Due to calamity on Nation it was committed by the framers of charter of instructions to candidates in 1965 that under clause 46for PENSIONARY TERMS, “Pension is under consideration” and under clause 47 it is illustrated in black n white that,” All terms and conditions which are not at variance will be Same as for regular Officers” but it was not adhered to. There is no pension considered despite instructions issued to candidates for the last 56 years. OROP is a major change in Policy And tables worked out from 6 months to 33 years was implemented in2015 thus need of the hour is to implement PRO RATA OROP to all SSCO’s/WSESO’s/ECO’s who served for 5, 7, 10, 12 n 14 yrs. Period of Training and Emergency Compulsory Reserve Of 5 years need to be counted for Pensionary benefits. Implement AFT, Chandigarh decision of Restoration of Cashless Medical Facility to SSCO’s rather than Faulty, Discriminatory & Humiliating decision of Cabinet on 7th March 2019.
It is also pertinent to mention here that EX-Gratia Per month to WAR VETERANS of 1965/1971 be implemented without any further delay to live life of Grace and Dignity as officers are Senior Citizens in the age group of70’s and 80’s and suffering with age related diseases many having left the EARTH PLANET since 2018 as committed by Hon’ble CDS BIPIN RAWAT and as announced by present COAS M MNARVANE on 14th January from the ramparts of Manekshaw Stadium be implemented.
